The correct answer is that it is NEVER allowed to reconnect a generator during a dynamic simulation, even if PSSE doesn't prohibit you from doing it! I.e. never change the status from 0 to 1 for a generator in a dynamic simulation!!!

If you want to resynchronize a generator in PSSE you have to disconnect the step-up transformer and thereby keeping the generator running in a separate island, and reconnect the transformer after a certain time. The isolated generator will accelerate so you should syncronize again at a proper time in order to avoid too large angle difference.

It sounds like the generator's governor response is seeing that when it is connected frequency is increasing so it is shoving it down to zero and for some reason that governor is dominating the response.

One thing you might be able to try (never done it before so idk if it works) is setting the governor of that machine out of service before introducing it back online. Let the other machines ramp their power outputs down some, then put the governor in service. This would be akin to putting the generator in manual mode while connecting it and then switching it to automatic mode.
