flat run for pv plant

i am performing flat run test for 13 MW PV plant . in plot window voltage profile shows constant line but reactive power power show step wave. my question both should be constant line? which parameter is responsible for that - acceleration factor or damping or inertia?

Check my post at "Solar PV using REGCA models" for a demo set that includes a flat start process. Study the base case and the commands used during the flat process.

Many flat start issues can be eliminated with a good base case. The base case should converged, network operating conditions be within limits (V of buses, P&Q output from generators, etc.). Next the load is converted using the activity CONL. Generation is converted, etc.

The flat start run can be stop just after the converted case and snap file are loaded/created. Check the dynamic table for models in yellow, that indicates some model parameters could be off from what PSSe expects. Correct the data at the dyre file and run again.

Also examine the log file, just around the STRT command, looking for suspect conditions warning/errors that would give a hint on the dynamic model producing the error.
