Confused with SUB MON CON files

Hello I read the chapter 8 and wrote my own sub mon and con files, and still cant get to grasp them. I understand that you can check for voltage and flow violations and apply contingencies, yet I dont know how to specify which contingency should apply. Everytime I run the accfile, it says that the event (the contingency) occurred, even though the flow Im monitoring in any given branch has not exceeded what I specified in the Interface Rating. Can anyone explain to me how they work and how they are related ? Using the RAS Module its much simpler, but well I need to understand these files as well. Thanks !
