You can create .mon and .con files by text editor. Is there any way to use some psspy function to create these files?

You can use the "Configuration File Builder" (Click the "Create/Modify Config Files" button in the toolbar, next to the "DFAX" button) and record the codes. Check out the LAB 3 notes from Colorado State University (just Google it and you should find the PDF).
