PMECH Initialized out of limit: PMECH (pu on Trate)= 0.7727 Flow (q) Initialized out of limit: Flow= 0.8667

I am getting this messages on my multiple machine while initializing dynamic simulation. What could be the possible error?

Pgen in load flow is higher than the limit in the governor model. Reduce Pgen in load flow or increase the limit in the governor model.

I have received the governor model from the O&M. And also the Pgen values, would it be recommended to change those limits?

I believe it is a typo. Maybe they mean S3 for STATE(K+3)?
