I received a power system file with .sav and .dyr files. But when I try to Initiate condition, the result shows too much suspect states. How can I fix all of them?

It can be challenging, depending on the type of ICS's and the size of the model. Did they also supply you with a .snp file? If so, you should load that before initializing.

Some actions you can perform are: - Verify that the simulation parameters are suitable for the snapshot. - Make sure that you are loading the library or libraries correctly. A quick check is that when you open the list of parameters of a user-defined model inside the PSSE instance you can see the parameters description. - Investigate if error and warning messages you have in the progress command from the beginning (not only the list of D-STATES), and try to fix them with minor changes in the snapshot.

Also, you can always reach the people who shared the data with you just to make you are not missing any file, parameters, etc.
