Synchronous Generator Controllers

I have a question regarding the IEEE-09 Bus system. There are three generators of which Gen1 is swing generator. Its controller is GENSAL while others two have GENROU controllers. Is there any logic behind this type of sequence. Please refer any research paper or website which have regarded this sequence.

Generally speaking, model GENROU is used for solid rotor generators (e.g. thermal power) and model GENSAL for salient pole generators (e.g. hydro power). Read Chapter 15 in Program Application Guide, Volume 2!
