Is it possible to create a .dyr file with just the model data for a turbine/generator?

I have the Generator, Governor, PSS and Excitation models and their parameters, but I don't have PSSE, Power World or any other simulation software.

Is it possible to accurately create the .dyr file for the generation unit by just entering the parameters into a .txt file manually?

Of course, A .dyr file is just a text file.
