What is U0 and Uc in IEEEG1 model?

As far as I know, they are valve velocity [p.u./sec], right? And I want to know whether they are similar to ramp rate of generator or not. Also are they based on Machine (p.u. is based on MVA?) or frequency (p.u. is based on Hz??)

Yes, they are maximum valve velocity for opening and closing respectively. They are thereby limiting how fast the turbine power may change at frequency deviations and are based on pu Mbase, i.e. maximum ramp rate. All signals after the first leadlag block are in pu power. The sum of parameters K1 - K8 should be 1.
