I want to extract data from .out files, I do not need to run any power flow, dynamic simulation... so, my question is if I can use these libraries, psspy and dyntools without having the PSSE installed in the same PC.

You do not need PSSE running or a licence to extract data from out files. I do this constantly without opening PSSE and without a dongle. We have limited dongles in our office so this is a very handy trick.
As long as you do not run psspy or do a psspy init, you can run dyntools completely by itself which is all you need to extract the data. If you need psspy specific functions, then you will need your licence.

Heyas, I'm fairly certain you need PSS/E since you still need to use the PSS/E libraries, and when I tried to run my scripts on a remote machine, I got license warnings even though I didn't launch the PSS/E GUI itself.
