I think you have several options

a) Using python you can use command psspy.distbusfault(ibus, units, basekv, values) Then you define bus where fault will be applied and so on (API Manual would be of great help)

b) Using a dummy transformer and changing voltage at the point psspy.twowindingchng Again API Manual may be clearer
