I believe the effect they are referring to is load relief. Motors naturally respond to a reduction in frequency by reducing their load. The net load from different systems will have different proportions of motor loads, so it must be configurable. In mainland Australia for example; for every 1% change in frequency, there is approximately a 1.5% change in demand.
