Is it common for hydro generator governors to have a GMax beyond the powerflow PMax?
I often see turbine governors for hydro units having a GMax set to 1.0 or slightly higher. If I understand correctly, the GMax is often based on the machine's powerflow MVABase - not the powerflow PMax. In this case, a unit operating at PMax would increase to the GMax if there was an underfrequency event.
