WECC generic models tunable parameters

When you compare tests measurements to simulations using WECC models (i.e. REECA and REPCA models), the parameters you should modify are:

Normally, in the studies I have seen only plant parameters are modified. The local parameters are the ones the manufacturer gives or should they be modified too?
