Our approach is as follows : 1) Create RAW, SEQ file from ASPEN. 2) Import files to PSSE and convert 3wdg to 2wdg 3) Flat Start all buses & convert all generators. 4) SCEQ (Sequence Reduction at the boundary buses).

Issue : At SCEQ reduction step, many of our territory lines are deleted and replaced with equivalent lines X= 999.0 or new lines with X=999.0 are added in our territory.
