How do we identify Vmax and Vmin of OLTC two winding transformer?

I am trying to figure out how to calculate Vmax and Vmin for OLTC of two winding tranformer. Section 4.6 in PSS/E documentation PAGV1.pdf explains how to calculate R1max and R1min. However, it does not show how Vmax and Vmin are evaluated.

These are the deadband for the tap changer, for the voltage at the monitored bus. These are usually determined through load flow studies to find good voltage regulation over the required conditions (e.g. min and max load). The default values of 0.99 and 1.01 puV give acceptable voltage regulation for many applications, but certainly not all. If the deadband is too narrow, there is a greater chance of tap changer hunting.
