UCTE format
How to get winding voltage 1 (WINDV1) in RAW file from UCTE file? I know it should be WINDV1 = delta * n' * Vnom + Vnom where delta is percentage of tap changer movement, n' is current tap position and Vnom is nominal voltage. It seems that equation actually multiplies Vnom with number between 0.95 and 0.9565. Usually with same number for whole raw file but there can be some exceptions. How to we get that number from UCTE file?
