difference between GAST2A and GGOV1 for GAS TURBINEs

Hello; I have problem with GAST2A governor speed for Gas Turbine, when I simulate a loss of production the mechanical power increase and decrease immediately (not acceptable response)) Can I use GGOV1 instead of GAST2A ?
