It's an under-voltage generator bus disconnection relay.

Here's my interpretation.

VTG -> Voltage DCAT -> "Disconnect at" (disconnect the bus where the generator is at, meaning that all equipment at the bus is tripped)

This is in contrast to the VTGTPAT model VTG -> Voltage TPAT -> "Trip at" (only trips the generator and does not disconnect the bus)

It's a little bit cryptic admittedly, but welcome to PSS/E!
