GE should have provided a "power oscillation damping tuning" report, perhaps with a different name, but the report should show how they calculated the controller parameters for their power oscillation damper (POD). To test the POD in PSS/E, you should have a dynamic model of your entire network, with the GE HVDC model included. Then, to initiate oscillations, you can implement simulation events such as faults, generator trips, load trips, capacitor bank trips etc. You should do these simulations with and without the POD activated, to see how the POD decreases/increases the size (magnitude and damping) of any oscillations. If the POD is decreasing the size of the oscillations, then it is doing its job correctly. If the POD is causing the oscillations to be larger, then its tuning needs to be adjusted.
Alternatively, you could do a small-signal analysis (eigenvalue) comparison with and without the POD using the add-on module NEVA for eigenvalue analysis, but maybe you do not have this add-on module.
