I am not going to pretend to be an expert. However I have had this issue myself, I believe it can be caused by a few things. The ones i know of are as follows. Ensure the .dll file is for correct version of PSSE, i.e. a dll file compiled for V32 cannot be used in V33. In my particular case the .dll file was simply not compiled properly. Lastly i'm not sure if this will cause this error to occur but if you did not have the fortran compiler that might cause this issue to occur, happy to be corrected on any of these though.
