The turbine power in pu Mbase divided by a23 (CON(J+13)) is not within the limits specified by Pmax and Pmin (CON(J+4) and CON(J+5) respectively).
Either your dynamic data are wrongly set or the generator is overloaded in load flow!
Please specify all your data for the concerned generator!
