This error means that no more three winding transformers can be added to the case. I'm not sure how to find the upper limit of this table. I encountered this error while trying to add several thousand 3 winding transformers to a case instead of only a few. Lets hope I don't make the same mistake again.

A table of the maximum number of each type of transmission component allowed in a case can be found in the Program Operations Manual (POM), normally under the name of "Standard Maximum PSSE Program Capacities".
The capacities for each component are a function of the maximum number of buses allowed for that case.
For my case (set to a maximum of 4000 buses), I was only allowed 400 three winding transformers, hence the error.
