This problem happened to me after upgrading versions of PSSe. The icon calling PSSE is also reading an internal INI file located in the windows folder, saved there during installation. The windows-folder INI file name contains the version and it was new (PSSE3202.ini) than the one being called by the icon calling PSSe. Right-click on such icon and select properties and update the ini filename (psse3201.ini) in the target textbox. Same problem/solution applies to the plotting tool pssplt.
