Hey I think I'd be able to help if you put a list of the parameters of the model settings and there values. Another thing I would suggest based on the frequency profile and power response is to slow down the ramp rate and make the change over a longer period of time as there seems to be some delay in activation and frequency limit and the controller internally is winding on some initial error and the frequency may already be beyond the maximum limit for the total power change due to a frequency event.

1hz increase over 100seconds to see if the response to the frequency event becomes linear, after what looks like ~3s delayed activation period.
