The best information on dynamic models is the Model Library manual. There you will see that VTGDCAT and FRQDCAT are miscellaneous models. Hence, they are found in tab "Other Models - Miscellaeous".

The second question is also answered in the manual! I don't give the answer here, since it is described in the manual.
