The way I understood the VARs of OLPS1T, VAR (L+3) is only MW flow reference, thus the reason why there is an error or there might be no change in the simulation result.
Simulate a disturbance (e.g. loss of equipment in parallel of Phase Shifter) to force the MW flow across the Phase Shifter under study to exceed its limits. The time delay for transformer tap changers are typically long so ensure the simulation time is sufficient to cover the dynamics of the phase shifter.
