You can associate a button with a batch command, python script or IPLAN script, etc by going to Tools > Custom Toolbar Buttons ....

In the pop up menu you can choose any of the numbered tool buttons, give the appropriate file type and the path of the file type. You may also associate with the button a display text. Click CLOSE and you are done. You will find your numbered tool button in the toolbar will now become enabled.
