Search this forum and the internet for "primary frequency response". In a power system , there is no "reserve generator for frequency regulation", but instead, every generator capable to respond to frequency change in the grid should provide a countereffect to it to restore frequency. The primary frequency response is automatic and controlled by the governor in a generator. The sample network case "savnw" contained in the PSSe installation folder "EXAMPLE" can be used in a dynamic simulation to study a frequency drop after the outage of a generator. One of the generators uses a HYGOV model.
